When Sleep.
Senate House Committee Meeting No.12276665 VB.
A Closed Hearing requested by White House Counsel, The Parr-Mclean Corporation
and The Senate.
Testimony given in regards of the investigation of the so-called 'When Sleep' formally
known as 'The Lost & Found Project' incident.
Date: 12.05.2014.
Chairman: Senator Victor Coles.
Committee Members: Ms. Mary Cohen, Senator Marlon Chavez (NM) Dr. Julian Vargaz M.D,
Director of National Intelligence -Anthony Corrin, Gregory Moorhouse -CEO of The Parr
-Mclean Corporation, Simon Coor of The Rand Corporation & George Alexander-Drake
-Chief Advisor to The President.
(Please Note: Some material is withheld from testimony on instruction from Committee's
Deputy Counsel, James Wendall)
Witness: Professor Harold Pulman.
Questioner: James Wendall -Committee Deputy Cousel.
Minutes:
JW: ...So Professor, can you elaborate on the machine that you observed at the Parr-Mclean
facility in 1974?
HP:. Yes. Near the end of October 74, my laboratory made a breakthrough with some sections
of 'A.I' and not long after, the CIA approached us with information in regards of their past-research
into...
(Testimony deleted. See Senate Library for References)
... I apologise Senator, 'A.I' is 'artificial intelligence' and we were focusing on the complicated
matrix of a computer accessing moral judgement and broad reasoning of multiple isssues.
The standard moral principals that our society encourages can be an obstacle when an intelligence
is requested to perform certain acts that should counter those principals.
An average, normal human raised in a regular Western capitalist society may find conflict in
their own core-standards when presented with some of the requirements needed in a war-time
situation and so, studies into finding a logical reasoning that a machine could understand and be
able to evaluate when to apply it, was our main concern.
JW: Can you assist the Committee with a simpler explanation, Professor?
HP:. I will try Sir, the technical data can leave one with a bit of a headache!
There were certain parties that requested Parr-Mclean to build a weapon that could be used for
covert assassinations....
(Testimony Deleted. NSA)
... And it would track that target using all the information available. We were genuinely surprised by
the success rate in the trials. The eight 'When Sleep' acted independently of each other and during
the whole experiment, the 'When Sleep' went to great lengths to make sure that their individual
targets had no indication that they were being tracked.
JW: You mean being 'hunted'
HP:. Er, yes I suppose you could use that word.
JW: Now, how did the term -'When Sleep' come to be used as the title of this so-called experiment?
HP:. Well, it was first used as a joke in regards of the amount of overtime that the technicians were
putting in, but later it was applied to the tests because of the machines' unobstructed approach of
seeking it's target. You see Sir, these 'When Sleep' never slept.
The 'When Sleep' could be applied in any area of the world, distance would mean nothing to it and
time was never a factor. It would evaluate the situation that it's target was in and act appropriately.
The 'When Sleep' conjour probabilities, make sensible decisions and will appraise the surroundings
before it goes into it's final mode. We're not talking about a mindless super-soldier that just follows
orders, Sir... we're talking about something that sees the end-game, that is deliberate.
JW: Thank you for your unbiased opinion on these machines, Professor Pulman.
HP:. May I add that we knew of one instance when the 'When Sleep' actually waited inactive under
four-feet of soil for a whole year before it...
(Testimony Deleted. CIA)
HP:....And may I also say at this point, we had agreed never to discuss the moral implications on the
uses of these machines. We knew of course, that the organisations that had requested the project
would engage the...
(Testimony Deleted. NSA)
JW: Thank you Professor Pulman, you are excused from this Hearing.
HP:. Thank you Sir.
Witness: Special Agent Gordon Fallon. National Security Agency.
Questioner: James Wendall -Committee Deputy Cousel.
JW: I know that in your capacity as 'Special Agent' you may be restricted with sensitive information in
regards of helping us understand how the 'When Sleep' device resurfaced and killed the victim known
as (Deleted). We seek nothing more than your overview on the incident and any information you give
will be held in strict confidence here.
This is a closed Meeting, Special Agent Fallon.
GF:. Your previous witness may have alluded to this when he spoke about how the 'When Sleep' works.
The mechanism engages it's target by strictly analysing the data it collects.
This data is acquired by the 'When Sleep' through many means and I am not at liberty to discuss them
here.
JW: I think the Committee understands, but can you add more?
GF:. I'll try Counsel. As the 'When Sleep' begins it's approach to it's target, it will look for weaknesses.
I've seen one of these things in action and it's quite unerving.
It gathers information on the people who interact with it's target, it seeks patterns and routines that the
target and associates use and it can inject itself into those routines.
In 1982, the last 'When Sleep' made itself look like a stone plinth at the U.N building and then...
(Testimony Deleted. NSA)
JW: We can all appreciate your enthusiasms for this killing machine and obviously, we now know that
it wasn't the last device, but please keep to the task in hand.
Can you explain how this 'Hunter' invented in 1974 can suddenly appear in 2014 and murder a civilian?
GF:. I suppose I could offer the explanation that Dr. Shaw put forward during one of the tests.
Would that be relevant?
J.W: Dr. Shaw...? I don't think... (James Wendall checks his notes)... he isn't listed as a witness.
But please, proceed with this 'point of view'.
GF:. He was dismissed early on in the project, his comments and thoughts on the whole idea of the
'When Sleep' machines were.... shall we say, negative?
JW: This is your testimony, Special Agent Fallon.
GF:. Shaw was a little sensitive, I guess. He used to berate the other scientists and technicians who
worked on the A.I part of the project and our records show that he'd been involved in the original trials
back in '47' in Los Alamos. I was visiting the Parr-Mclean facility on the day he asked about reincarnation.
JW: Reincarnation...? What on earth are you talking about Special Agent Fallon?
(Special Agent Fallon blushed and sipped at his water)
GF:. He suggested that if a target died through natural causes, the 'When Sleep' would deem that it
had failed in it's mission and so go 'dormant'... I think that's the word they used down there.
JW: What does that mean, Sir?
GF:. The device was built to never give it's location away, no matter what happens. It wouldn't 'phone
home' if it's mission failed or was over, it would just go dormant until...
JW: Go on, until what?
(Testimony Deleted. NSA)
JW: So just to clarify Special Agent Fallon, you're saying that this Dr. Shaw believed that the 'When
Sleep' device would deactivate itself if it's target expired before it completed it's mission and if the
theory of reincarnation is true, the 'When Sleep' would reactivate again when a person was deemed
by this 'creation' to be it's original target-reincarnated?
Ergo, this killing-machine would continue in it's slaying! Would I be correct in that summary, Sir?
GF:. It was Shaw's theory, not mine.
JW: Thank you for sharing these insightful views, do you have any questions of your own, Special Agent?
GF:. Well, just one, it's not really important to the hearing, but it's had my boys stumped since we
investigated this case.
JW: Ask away Sir.
GF:. It's about the elderly lady who lived next-door to the deceased. Apparently (Deleted) engaged
in certain activities that involved professional 'escorts' and his neighbour endured a time that she felt
was inappropriate.
The lady allowed to us that she had prayed that the male and his 'hobbies' would go away.
JW: And...?
GF:. Well, what if the 'When Sleep' could understand her prayers and adding it to it's data-banks,
accepted that some-sort of revenge for the female would be morally appropriate.
What if the reincarnation idea isn't the answer and it's just merely a coincidence that (Deleted) may
have been the original target and the 'When Sleep' had locked on for other added reasons?
JW: I'm sorry, I don't understand.
GF:. It's just her statement, her statement never made sense.
(James Wendall looks towards the Chairman and receives an affirmative nod)
JW: Go on.
GF:. She told the investigating officers at the scene that she had opened her door after she had
heard the loud screams coming from the (Deleted) apartment.
I checked and rechecked the wording and even spoke to her personally about her statement.
JW: The time is getting along Special Agent Fallon, will you please reveal your puzzle?
GF:. Yes... sorry. She said that there was a tap at the door and when she answered it, she saw the
'When Sleep' in full-working order. It hadn't exploded as instructed, it was just standing there.
JW: So the 'When Sleep' was still active? Is that your concern Special Agent?
GF:. No Sir, it was when it supposedly spoke and said to the female "We are not the malfunctioning ones"
