Soviet MIRV (multiple independently targetable reentry vehicle) these have been around for a very long time. If you remember the term was used in the movie "True Lies" with Arnold Schwarzenegger in 1994. We have the same type of weapons something like a minute man has 3 warheads. They basically fly around to preprogramed targets dropping off warheads spreading the destruction nation wide.

I personally feel this information is provided for civilian consumption to provide an additional fear factor. Consider the object of every warring country is to acquire land killing as many of it's enemies as possible until surrender. Russia would send there nukes, we have satellites that notify launch immediately from incoming missile exhaust. A verification process happens in minutes then we launch. 100's of thousands die and land, buildings become unusable for many years. some say depending on the altitude of the explosion determines the length of time until recovery. When I was in high school we won't mention how long ago it was, but about the time Jesus lost his slipper, both countries could kill each other over 20 times. A time when getting under your school desk was a necessary drill.

Russia also spreads fear to it's citizens and boasts about it's weapons to them too.  That way the people keep supplying governments with money to build bigger and better weapons.  All regular people are the intended targets of weapons.  We are made to fear an opponent.
