The need for alternate communications during a blackout caused by infrastructure failure is common sense, but the commonly used and widely relied upon cell phone systems can be shut off if the government thinks you might use them during a protest, or for any other excuse for that matter.
This is another reason for alternate forms of communication like two-way radios and meshnet WiFi networks. So, even if no disaster occurs to disable your communications, the government can shut you down at will.
The Electronic Privacy Information Center (EPIC) has been trying to obtain declassified information on Standard Operating Procedure 303, or the Emergency Wireless Protocols, since 2011, but Freedom of Information Act (FOIA) requests have so far gone nowhere.
In a 2006 report by NSTAC, other government officials and telecom executives claimed the program is capable of turning off wireless networks "within a localized area, such as a tunnel or bridge, and within an entire metropolitan area."
EPIC first issued FOIA requests regarding the program in 2011 after four downtown San Francisco metro train stations had their wireless signals cut by Bay Area Rapid Transit ahead of anticipated protests. Though the program used by BART was different, its act of cutting off cell phone service in public areas to disrupt protests in the name of public safety set a new precedent.
I read about this earlier- something I have always believed our gov was capable of doing at any moment. When you stop and think how easily they can shut down any part of our society they want, you can come up with some pretty frightening scenarios!
Who controls the power grid? who controls our water supplies? Who controls mass transit?
I'm waiting for the movie to come out where the POTUS decides to attack the citizens- covertly, of course. He colud blame it on Canada....
One of the things to remember here as well is the use of bluetooth and WIFI connections, from in car stereo, computer cameras, wireless thermostats, electric meters, and wireless alarm systems. They love and all are easily hackable. Don't have anything wireless if your life depends on it. They even have the ability to jam and signal they want in any area cutting off comms if they wish. They can listen and see through walls through a rifle scope at over a mile, and see heat signatures through roof tops from space and everything inbetween. Technology is our friend during peacetime and our enemy during war. Need I say that the NSA can track thousands of cell calls at once, and can listen and locate anywhere? Just plan ahead and be careful is all you can do.

Rickster, it seems we'd have to get pretty creative to send a private message these days. Even face to face communications can be monitored. A body language of some sort might work until they have it figured out. Maybe notes using invisible ink or a line of sight laser light or ultra sonic tone with an encrypted signal modulating it. Perhaps a plain sounding conversation that actually has a secret meaning.
Apparently they are even starting to be able to read minds, so there is nothing left that is private. Perhaps taking them out is the only way now that the tech genie is out of the bottle.

The day is coming but the time is not right, no one is really ready yet, and the public the sacrifices being made for won't appreciate it enough yet. They haven't realized what they have lost until it's to late. I also think low income class of folks haven't had the tech exposure enough for it to matter much to them, and the balance of classes is evaporating into a two class system. This by no means isn't a knock on low income folks just an observation of tech exposure.

With the Supreme Court’s refusal to address EPIC’s petition, the issue seems to have reached a dead-end. The American people are (once again) left in the dark regarding the inner-workings of another dangerous and intrusive government program. It is only through the hard work of activists and groups like EPIC that we are at least aware of the existence of this program — but knowing bits and pieces about the protocol is not enough. In order to combat such heavy-handed measures, we need to have access to the government’s own documents. Hopefully, there is already a whistleblower preparing to release these details.
What we do with the information we do have is up to each of us as individuals. We can sit back and watch the United States further devolve into a militarized police and surveillance state — or we can spread this information, get involved locally, and create new systems outside of the current paradigm of control and exploitation.
