The Necessity of a 24/7 Government

Recently, on the Reality Remix show, I took one of the hosts to task when he stated the issue with the potential of the government shutting down.
I responded (rather vehimently) that government doesn't need to be a 24/7 operation. We, as a country, may be better suited if the government stayed shut down 9 - 10 months out of the year, in my humble opinion.
But I wanted to create a forum where brother wrabbit might respond after my rabid response.

An interesting link that shows that Congress seems to spend more time campaigning/media/buttering up constituents than they do actual legislative work.
My point is, we have been conditioned to fret when government shuts down. We panic. The media fuels that panic.
Horror stories abound.
But isn't this just a justification for their own useless selves?
I eagerly await any other opinion on the subject.
