In Costilla County, where miles of unoccupied desert are drawing residents who arrive with little but plans to make a new life, natives accuse newcomers of violating water rights, trashing the desert and ignoring land use regulations.

Matthew Valdez, county land use administrator, said he refused the couple a permit after the board of county commissioners told his office to stop issuing them. "I will continue to follow that directive. They can camp for 14 days, two weeks, and then they have to move out," he said.

The existing code gives him discretion to deny the permits, Valdez said.

In the past, many of those who were granted permits continued to stay on the land after they expired, Valdez said. "After that they had to show some type of activity to show they were going to construct something. A lot of people would get the long-term permit and construction application and do no construction but continue to live in their RV," he said.

Abandoned trailers and possessions litter some lots in the desert, and illegal dumps have sprung up.

Espinoza said he has lived in the area for more than 30 years, and the trash problem now is the worst he has seen.

"The sad part about it is a lot of people move in and then they leave their trailer and their trash," Valdez said. Illegal dumps are springing up around the desert.

Water, always an issue in the bone-dry desert, has become a flashpoint. In San Luis, where locals had long taken small amounts from a well, long-time residents say newcomers have come to town and taken hundreds of gallons at a time.

Residents say that water is illegally being sucked from irrigation ditches used to irrigate farmers' fields, and even from the nearby river. "That water is gone," Shirley Romero Otero, whose family has lived in the San Luis Valley for generations, said during a videotaped county commission meeting.

Those are the things that jumped out at me. It's foremost a zoning problem -- the plots are zoned for residential use, not mixed use or rural zoning classification (I think either of those would apply to what these people want to do?) That right there tells me either the buyers didn't bother to investigate what kind of zoning restrictions the land they were buying had, or simply didn't understand the differences.

The second problem seems to be within the community itself. The newbies aren't assimilating in & respecting the locals,according to the locals. THAT can cause HUGE problems. Honestly,if it were me out there as a long-time local, I might be getting pissy myself at the conditions springing up. Aesthetics aside, no good comes of trashing the land or hording the water.

I pretty much agree with Nyiah on this one, go to any uncontrolled area and see how people leave the mess. When as a young man and riding and camping in the deserts of CA . We always cleaned up after other people who left a mess. We are our own worst enemy.

How many of you live in a nice development and there is always that one family that has junk and cars parked everywhere? We ended up with two in ours if it wasn't so late I would post a picture of this idiot 2 streets over.

Well, if that is the case....I have no respect for anyone who does not respect nature....whenever the Wife and I go camping we always seem to bring more trash home than what we would generate by ourselves....people are pigs when it comes to cleaning up after themselves....
