On first glance, this actually seems a rather rude thing to say. Kinda like blaming the victim of a mugging for being mugged, and then needling them for not paying more attention. Umm.. It didn't seem too cool.

Then I got to what Russia's point had actually been here, and it wasn't suggesting that Poland helped its own demise in 1939. Of course, it didn't. It was all too late by then, and Poland didn't get a vote on what to have for dinner, with the two wolves voting along side.

Well.. Damn! That likely IS the only way that statement of blame works...but damned if it doesn't fit historic fact well enough.
Poland DID try to go along, to get along....and it cost them everything at the very open of the fight they tried to avoid. It SHOULD be something Poland remembers as a terrible blunder into pacifism, while surrounded by people eager for war. It got them killed, literally and figuratively.
So, on closer look? I have to say? Russia has a good point here. Long term? Yes... Poland absolutely DID contribute to its own tragic outcome, primarily by omission of action at those times when action would have changed everything.

In an interview broadcast on the private TVN station, Andreev also said: "Polish policy led to the disaster in September 1939, because during the 1930s Poland repeatedly blocked the formation of a coalition against Hitler's Germany. Poland was therefore partly responsible for the disaster which then took place."
