Well, if the title doesn't sound Machiavellian enough, then lets take a look at what a group under that name is expected to do, and how they are expected to target people of this nation (yes..I said target).
"harness data to target . . . effectively"...hey...? Someone do correct me if I am way off the reservation here ..but don't we also call that Psychological Warfare operations?? What is the difference, aside from specific end result someone is trying for?
To ask me, I don't much care for being 'targeted' by the man we elected to SERVE...not TARGET us.
I get the stated goals here, and the actual objectives aren't half as evil as the thoughtless presentation of them would seem. Even the damn NAME is almost dripping with reasons to suspect and call foul ..but the stated goal is to help bring Federal services to citizens (or find more people to line up and suck off the Government teat..to be more specific)
...and that? I believe we can just call it manipulation and leave it at that.

A study released today by the president’s office of National Science and Technology reveals that behavioral science has already helped government agencies target individuals.
Oftentimes, studies of individuals’ behavior led federal agencies to tweak their approach to adjust and simplify their approach to bring in greater results.
