hillary had right to delete emails u.s justice

I am guessing, from the snippet quoted, that Judicial Watch was challenging a general "right" of government personnel.
Is Secretary of State an hourly position?
I have been employed in numerous capacities, where every moment of every day...I could be called upon to serve/work... I could say "I'm sick.", or "Can't you get someone-else?"...but, ultimately, the responsibility was mine (if I wanted/needed to continue in said employment).

What do you think?
Do government-personnel (all) have the right/authority to delete 'personal emails', while employed/contracted by the government?

My Opinion === such 'rights' vanish at the acceptance of such a post...in any honest individual's mind.
To accept such a post, used to carry the notion - "...Acting on The Peoples' behalf.  Everything I do, while taking The Peoples' monies, and acting in The Peoples' stead, IS The Peoples' acts and monies...GIVING THE PEOPLE the right to know & inspect what they have done and paid-for.

I agree with Daitengu, and 727sky, 's thoughts.

 &           makes me wonder at "who" would accept such an opinion/ruling from 'Justice' as "reasonable & prudent".
