Hmmm.. Now this is interesting... Could it be an attempt to let someone off easy? Well, you may think so by the headline and recent years...but you'd be mistaken in this case.
Nope... Won't charge this one. That may even BE a free ticket to better days for some people. Oh, but that would be for other ones. Not this one. This one...may or may not still be breathing, I'm guessing.
Ooopsy... If she felt a little thrill at thinking the US wasn't trying her, she sure got the bad news of her life, I'd bet, to hear how the US was releasing her.

The militant known as Umm Sayyaf, who had been cooperating with American military interrogators after she was captured in Syria during a May U.S. Special Operations raid, will be prosecuted in the Kurdish region of Iraq by Kurdish authorities, White House spokesman Josh Earnest said.
