IAAF Hid mass athlete doping for 10+ YEARS?

The IAAF or International Association of Athletics Federations appears to have actively hid the positive blood doping results to indicate up to ONE THIRD of Olympic and World Championship medals (In some areas) between 2001 and 2012 may be tainted.

Read the whole story for more, but who can possibly be surprised?? Look around for goodness sakes. Even the athletes are often doped up, party animals drinking and drugging as much as working. I am sure that level of self abuse while ..ahem..breaking all time records, isn't quite the same in Long Distance Running for obvious reasons. However, to read this, the problem of cheating through modern chemistry is no less an issue than junkies in a bad part of town.
I'm not sure tho....who is MORE to blame (Not to assume EITHER side has no blame, or anything like it)? Is it the athletes themselves, or would it be the IAAF who apparerntly created and outright fostered an environment of cheating with drugs in world sports?
Those charges remain to be proven, of course, but when their best immediate response is to the effect of 'but but..that was secret data!' I am not thinking it likely there is some innocent little explanation to all this.
Britain's Sunday Times newspaper and Germany's ARD/WDR broadcaster said they had obtained the secret data from the vaults of the global athletics governing body, the IAAF, supplied by a whistleblower disgusted by the extent of doping.
The news organizations showed the data to two experts, who concluded distance running was in the same state as cycling had been when Lance Armstrong won the seven Tour de France victories of which he has since been stripped.
"Never have I seen such an alarmingly abnormal set of blood values," the Sunday Times quoted Australian doping expert Robin Parisotto, one of the two scientists, as saying.
