I came across this earlier this eveing, and it struck me for how routine, accepted and outright common it is to just "make it rain" in other places around the world. I can't even imagine the outcry and outrage if it were done here, let alone for the reasons this was. However.....reading is believing and the source is RSOE for a straight forward place to get information.

A giant explosion of a chemical tank at Rizhao Port today saw local authorities seed the clouds in the area to make it rain and help douse the dangerous inferno. The tank, containing liquid hydrogen, caught fire in the Lanbei part of the port. The city sent more than 50 fire engines and about 300 firemen to put out the fire. As of 4.30pm local time, the fire had still not been put out. No casualties have been reported. The tank on fire belongs to Rizhao Shida Technology, a local petrochemical company, which also operates a 300,000d wt petrochemical terminal at Rizhao Port. Citizens living near the explosion site have been evacuated while Rizhao Steel, which is also near the site, has suspended operation and evacuated workers.
Got a massive industrial fire? Why, just make it rain and help put it out!
So....why can't some rainstorms be directly CAUSED over reservoirs in California (as just ONE example)??
If China can be so precise and confident as to deploy resources for seeding clouds and making rain to address a very local fire?
Umm... Maybe we need to ask China nicely, just how they have advanced that far along in making it a science, and not a rough combination with art form that it seems to be for the limited use in the US?

Now you know they are cloud seeding here in the US and have been for years. Hell there are even businesses that do it for business. Not to long ago I counted 8 in California, and more in Texas and other various states. Texas even has it's own weather modification association TWMA
You are right, the United States has been messing with cloud seeding and other technology for decades.
I think that is the key though... The U.S. is messing around with it, and always has pretty well left off at that. There are private companies including ones in Texas and California who, for a price, say they can help make it rain. Still...their material and promo stuff makes it sound like a crapshoot and still more than a little tied up in acts of God as to whether it worked or not?
By contrast....in China (and other Asia nations..with China simply being the most mature and advanced, near as I can tell), it is just accepted fact and part of life...that the Government can and does control the weather itself.
CMA and NAMEM enhance cooperation on weather modification and others
Shen Xiaonong extends his welcome to Tsgot-ochir's visit. He says CMA and NAMEM have carried out close cooperation in the fields of climate change, weather modification, application of meteorological instrument. Since China and Mongolia have similar climate conditions, two sides could utilize CMA’s Northeast Regional Weather Modification Center to deepen cooperation of weather modification monitoring, operation and forecast to enhance capability in mitigating drought and disasters preparedness. He expresses CMA will continue to provide the supports for NAMEM's meteorological development. "In August, both sides will held a session of Joint Working Group in science and technology cooperation. CMA hopes to discuss the cooperation program for the coming two years." he said.
Tsgot-ochir hopes this visit could make NAMEM learn more advanced experiences on weather modification to be used in Mongolia's drought relief and mitigation reduction. He expects two sides to continue enhancing high-level communication and cooperation in aspects of climate monitoring, research and water resources utilization.
Then, I found this, and it's a 2015 story that reminds us, when looking at the rest above, how DIFFERENT the West views or even believes in the viability of the technology others take as a given in daily life.

Wow.. really?? $150,000 and THREE WEEKS to study..for a maybe, kinda, sorta? Umm.. I think the OP link and stories above show that is 'Western thinking" compared to how far it has come to be treated as reliable elsewhere.
The rest of that article has the same half-skeptical/half disbelieving toward reliable or large scale use that I've come to expect in Western coverage. It is what I saw growing up, and why I reached middle age thinking Weather modification was as much science fiction as repeatable science fact.
It is a fascinating topic to get into..with as much deliberate DISinformation spread as there is innocent misinformation and just bad info in general.

I don't remember if you posted here, or not. In case you missed it...
I'd bet my last dollar that HAARP (or possibly some weather controlling device we don't even know about) is behind this area of California not getting any rain so it would lead to a "housing collapse, municipal bankruptcies, and a mass exodus of climate refugees, which will cause "plunging property tax revenues, municipal bankruptcies, and the collapse of the California economy".
People who buy the worthless properties will be able to purchase once-prized real estate for dimes on the dollar. Wonder who that might be? Well, think about it! Who are some of the richest, most selfish, controlling people in the world?! Never mind that their actions will disrupt the lives of thousands of people... not as long as they get the "green" to line their own bottomless pockets!
Cloud seeding also used in several asian countries to try and curb the annual haze from indonesia due to its slash and burn farming ...... though even with that the haze still cause problems every year ......

It is not limited only to cloud seeding, electromagnetic pulses or even explosions can draw clouds. There are all kinds of ways to make clouds form and it is well known by some who do this. I just know enough from looking at research to know that this is happening, I do not know how to properly do it. But some do know, they have been testing for decades.

Imagine if the "civilian"-side of this 'industry' starts putting the big bucks into "Rain Wars".
Some areas of Western U.S.A. were lush prairies in the first part of the 20th Century... Including large swaths of where I live now and elsewhere.
Nearby States, Municipalities and other concerns have diverted the waters that once made for amazing scenery (of green kinds), into waterless topsoils...and...deserts are encroaching.
Big Money in Water Rights (legal side). Could keep you working for 20 years or more...on one case (and it would not be settled after 20').

Well, perhaps our being off put about the science behind it may have to do with an incident with a rainmaker Hatfield in California. I've always been meaning to make a story about this curious case, but it fits in here so perfectly, that I will add it to this thread.
So Charles Hatfield was a rainmaker. With a concoction of over 200 chemicals and a tower, he would release a chemical gas into the atmosphere that helped to create or accelerate rain. He'd met with quite a bit of success (over 500 contracts) and word of his gift spread. In 1915, the San Diego City Council, contacted Mr. Hatfield. There was a drought, the Morena dam was drying up, and they desperately needed it to rain.
Mr. Hatfield agreed to make it rain - for free actually. But for every inch of rainfall he would receive 1,000 dollars. There was a counter offer by the city made, for Mr. Hatfield to simply fill the depleted reservoir for a flat fee of $10,000. They asked for a total of 40 - 50 inches of rain (enough to fill the reservoir) but anything less than 40, or more than 50 inches would result in it being free of charge.
The rains began after the New Year on January 5 and continued with only a short break until January 27th. The devastation was untold, with 20 deaths resulting from the flooding and destruction. However, Mr. Hatfield, had fulfilled his contract - completely filling the Morena Dam. Despite the fact that countless other tragedy and damage was done from the torrential, non-stop rains. Mr. Hatfield, maintained that it was the city responsibility to take the necessary precautions when asking for the sum of rain they asked for.
Of course, the City ruled it was an act of God and refused to pay Mr. Hatfield, which absolved him for being responsible for 3.5 million dollars in damage and responsible for 20 deaths.
Is this the same sort of seeding technology that China is using to make it rain today? Hmmm... sounds like mad scientistry just waiting to go wrong to me!
Could China's rain seeding have contributed to the extreme weather, flooding, and land slides we have seen increase in China's weather these past years?
And what is more - could it be contributing to the increasing droughts everywhere else?
