Here is a tidbit from Survival Blog that supports my view on unlicensed communications.
CB Radios require no FCC license and can do up to 12 watts on SSB (4 on AM), and given the right sunspot situation (ask the Creator of the sun to provide this) it can bounce on the ionosphere like 10 meter, though the FCC says you can’t intentionally try to contact someone over 160 miles away. Still, you can listen in on a conversation between neighbors in Idaho, even when you are near the east coast.
You can do this, and you don’t have to have or give a callsign . . .
This is not to dismiss FRS or actual Ham radio, but many don’t have the time to study, and UHF doesn’t travel beyond line-of-sight. I suggest implementing communications that involves “both-and”, rather than “either-or”.
Michigan Swamp Buck, This has been a pretty informative thread. Even though at times I agree or disagree what is being posted/linked. It all depends upon the situation. Soon going to be putting some of this to the test (Probably next year).

Good deal Doug, glad to see the interest. IMO, with the way things are heating up, next year may be a bit too late, let's hope not though.
Personally, because of the old equipment I had laying around and keeping an eye open for more, I've gotten myself hooked up pretty well for next to nothing. If someone were to actually spend some money on CB equipment, two or three hundred dollars would have them set up very well with a base and mobile station as well as some handhelds I should think.
I've been able to monitor the truckers on the nearest highway since I got setup, but more recently, two of my neighbors within a few miles have been on the air and chat daily. I haven't done anything more then monitor their conversations, but they are of a similar mindset concerning the current state of affairs.
With the information I have over heard, I could probably find out who they are and where they live on my own, but I will introduce myself soon. Otherwise, I have a list of locals up to a 50 mile radius I've been monitoring over the past year, some of which have an internet presence as well. People normally give up enough info in their conversations to figure out who and where they are, including more if you're into doing some background investigation. The CB network is still alive and well today, but some of these characters seem less than desirable. Just keeping your eyes open will show you that there are many cars and homes with CB, HAM and WiFi antennas in your area. I think that a network would naturally spring up from that in a SHTF scenario.

I just set it up so currently I'm the only member and the only poster. It would be nice to have some "guests" stop by and share their perspectives on these topics. It has most of the features you find here except it has two banner ads per page. What the hell, it's really nice for a free service IMO.
ETA: There are six guys regularly on the CB in my area now and I have introduced myself. I haven't mentioned my website yet, I still need to figure out these guy a little better before I go there with them.
