I've asked myself this before, but never really gotten a satisfactory answer. Never found a spot that really helped understand the mindset which sees this as a good idea, or "re-" anything.
(sigh)... Re-introducing? Re- in whose eyes?? Man has what must be God-like longevity to animals with the reasoning ability to even be aware of such things. So on things like ferrets, wolves and Bison? We absolutely know those animals once roamed wild, occupied a balanced place in nature and the food chain, while being a very necessary part of it.
They once did..and once were these things. I.E....they stopped being those things, and being in the food chain in most cases, for generations of animals in the wild. I.E...they became extinct and nature moved on. Kinda like dinosaurs.
I personally like Ferrets too. They are playful, highly intelligent and self aware, and very social critters....when they are in the presence of bigger critters they know they are not superior to. Now that may sound like transposing human traits to animals which can't have them..but I'll get to that in a moment.
First.....They do acknowledge the outright God/Sim-City type approach they are taking here. I mean, really, its that shallow to think about this next part....

Oh God help us...they mean to eventually do this over 12 states?! Awww...Ferrets are cute. Yes. They are playful, as mentioned....and when they are NOT around animals they recognize as superior to them, they are furry little Velociraptors to whatever they decide will be fun to hunt...and yes, I used the word fun. Ferrets are special animals in a number of ways. Make no mistake.. Ferrets are predators, and for their size and place on the food chain? They are dominant predators.

Now the ferrets brought over as working animals and the black foot ferret are somewhat different but not that different. Ferrets hunt in packs, and they coordinate. My Dad and Stepmother were scofflaws in California by owning almost a dozen of them. They were a joy to watch, and observing their coordinated, purposeful actions were interesting.
Ferrets also have another distinction, and it is what makes them outstanding for hunting rabbits and clearing rats from buildings or storage areas. They hunt and kill purely for sport. It places them into a different class of animals, IMO, as few are known and documented to kill purely for fun.
Great pets..but really? "re-"introduce them to an ecosystem that has 'moved on' from their absence? How is that any different than dropping them into a whole new location they've never been before? To any living memory outside human? That IS the truth in 99% of those 12 states today.
Just my take.
WASHINGTON (CN) - An experimental population of black-footed ferrets, one of the most endangered mammals in the world, may be re-established in Wyoming's prairie-dog habitat under a special rule. The U.S. Fish and Wildlife Service announced the proposal for the "nonessential experimental population" or NEP, today, and requests comments and information from the public.
The agency said it is working with the state of Wyoming and other partners to reintroduce the only ferret native to the United States back into part of its historic range. The population is deemed "nonessential" because the failure of the population would have no significant impact on the overall survival of the species as a whole.

The ferret, a member of the weasel family, was listed as endangered in 1967 under early endangered species legislation and was later grandfathered under the current Endangered Species Act without the designation of critical habitat. In 1982, Congress amended the act to include Section 10(j) to relax the strict prohibitions regarding harming an endangered species in the case of reintroduced populations.

Captive-bred animals from six facilities will be used for the reintroduction effort. The ferrets are placed in prairie-dog colonies because the prairie-dogs comprise ninety percent of the ferrets' prey and the ferrets use the burrows for shelter.
The ferrets' recovery "will require participation by at least 9 of the 12 states within the species' historical range," the agency said. "Wyoming has 10 percent of the species' historical range in the United States, and an even higher percentage of habitat that is currently available, more than 3 million acres of prairie dog occupied habitat."

Ferrets were probably introduced into this country in the eighteen century via ships that carried them as ratters. In addition, some colonists brought them over as hunting companions. By the early 1900’s ferrets were being imported by the tens of thousands to be used as “vermin” exterminators. They were used to destroy rabbits, raccoons, gophers, rats and mice. Prey animals will usually flee in the presence of the “scent of a ferret” and so ferrets few were needed to protect barns, warehouses and granaries. The USDA promoted the use of ferrets for rodent control.
