BART is the Bay Area Rapid Transit authority (PDF Doc with BART system basics). The train cops for the San Fransisco Bay area is what they are, essentially. So I suggest this story has two BIG problems with it, and not just one. The first one is obvious, but the second problem may not be so clear at first. I wonder how many Hernandos will pick up on both?
He was shot by one of his own guys, in the search he was leading. Yeah...I'd call that some very poor training. There is more though, and more to consider, to be sure...
Oh Really??

Okay, the first problem is an obvious one. A man is dead and he shouldn't be. She got shot by one of his own men, and that defnitely shouldn't have happened. Indeed...whatever the cops in that Department delude themselves with thinking, the end result makes it painfully obvious. Training there outright sucks.
However..that is just problem #1. Did you pick up on the other problem?
The number of building a parole searches ....DRASTICALLY INCREASED? Excuse me??? What?!
This is a TRANSIT authority. They are charged with securing and policing the transportation system of the San Fran bay area...in THEORY. Is the BART system SO completely free of crime and distubance, every day, consistently, that their cops have nothing better to do but take the lead in BUILDING and PAROLE searching?!
What the heck do train cops have to do with probation and parole? Are former inmates living on the trains? (/sarcasm)
In addition to that very serious question about jurisdiction and why they have train cops kicking doors and serving search warrants ..I'd ask something else....and perhaps this is getting lost a bit.
If this cop shot another COP ....what chance would any civilian have had coming out that door? It was a cop by chance ...but it was a needless killing looking for a place to happen, IMO.
Stop searching everyone like violating our lives is a sport....and people might stop getting needlessly killed in stupid screw ups!
A Bay Area Rapid Transit officer shot a colleague to death during a probation search because of inadequate training, his widow claims in court.
Det. Sgt. Tommy Smith was killed by a single shot in the chest as he led a team on a probation search in a Dublin apartment on Jan. 21, 2014, his widow Kellie Smith says in her May 29 federal lawsuit.

Kellie Smith claims defendants Police Chief Kenton Rainey and Deputy Chief Benson Fairow "drastically increased" the number of probation, building and parole searches BART officers conducted, but without "the specialized tactical training that was required to complete these duties safely, but which was made available to other tactical units."
Oh Really??
Not only were her husband's requests "summarily denied," she says, "In many cases, these denials were done in a disparaging and insulting manner intended to discourage requests for training." And his requests were denied despite the fact that his unit had become the primary unit conducting tactical searches of buildings, his widow says.
