After verifying with Guohua, Wrabbit and then the Proboards Support Forum, it appears that Proboards itself has put a limit on what Guests may do.

And this includes the fact that Guests are not permitted to vote on Polls - any Polls - for security reasons.

That settles the matter. For Guests wanting to vote, they MUST create an account.

No way around it. Unfortunately.
