University of Virginia Student Beaten, Arrested By ABC agnts

Ummm... Maybe someone more familiar with Virginia's way of doing things can explain this to me? I mean, I know college kids and alcohol. Everyone in my city does. We're a town that runs on two major things. Trucking companies and 2/4 yr schools (25 of them within as many miles). We don't have 'very special' Alcohol Agents. We just have a couple 2 man units sitting in the night district to grab the rowdy kids and underage ones. (listening to the scanner is better than TV sometimes)
Uncool and I call a foul on the curb line! The one they face planted him into, actually. Is seeing ABC agents doing street level enforcement like this normal? A long standing thing? It almost sounds like Texas for having a law enforcement group for every need, and no fewer than 3 overlapping every square inch of that state. How many have arrest authority as a routine part of the job in an average Virginia city?
Now, I'm guessing junior here DID get mouthy, and possibly half provoking the response deliberately. Seeing his background and school status makes me suspect.....
Of course, being above average in school and a campus leader doesn't mean he can't get drunk and stupid. However....when are we going to tire of these bully boys with badges, out manhandling and generally abusing the public for a growing range of 'offenses'? (that much fuss over misdemeanors in this case..2 of them)
ABC has done something like this before though, and its why the story caught my eye. The agency name rang big bells of recognition.

** BTW, race is brought up in the article, but I'm not sure this was racist as much as bully boys using all the finesse of bouncers in a bad biker bar. What happened to cops who knew how to manhandle someone into custody, without doing serious damage as a part of it? It seems a dying breed...

Third-year student Martese Johnson was arrested by Alcoholic Beverage Control agents after he was rejected entry from a University Avenue bar, authorities said. The agents then approached Johnson and “a determination was made” to arrest him – during which time “the arrested individual sustained injuries,” according to the ABC agency, which is charged with enforcing alcohol laws in the state.

He added: "He holds numerous leadership positions on grounds, including Vice Chair for Community Relations of the Honor Committee, Vice Polemarch of the Eta Sigma Chapter of Kappa Alpha Psi, and a Chair of the Leadership Development Committee of the Black Student Alliance. He has no criminal record.

In 2013 they mistakenly thought the bottled water Elizabeth Daly was carrying to her car from the grocery story was beer, and the plain clothed officers surrounded her car, one even drawing a gun.
Daly panicked and drove away, because she didn’t know the men were police. She ended up spending one night in jail. Daly later sued the Alcoholic Beverage Control and collected a $212,500 settlement and a letter from the ABC board explaining the circumstances of her arrest to present to any future employer, according to a July 30, 2014 statement from the state Attorney General's office.
