As the story indicates, it is over 500 parents who were arrested for lack of polio vaccination with their kids. This happened in Pakistan, to answer the next question.
I can see a bit of why Pakistan is acting this way too. The numbers speak volumes for cause and effect.
That is quite a margin to stand as the leader with. One hell of a distinction in fact. #1 by an enormous lead...in a category no one in their right mind wants to be a leader in.
....and so, it may be easy to say 'Ignorant People!' in response to a failure to accept a basic and generally free bit of medical support. Then..we get to why they may be a little reluctant, and I want to scream.
This is a problem we DO deserve blame for, and by perverting a vaccination program into a tool for U.S. intelligence gathering. Precisely what should NEVER happen, and this, precisely WHY that is true for NEVER doing it!

I wish we could call them loons for suggesting that a medical support program necessary to save lives has also been a key part of military operations for intelligence gathering...but...well...we apparently DID use it that way, and it seems (dunno why??) no one wants to trust us when we declare it won't be abused that way again. (I'm sure they pinky swear and spit shake on it....-sigh-)
Meanwhile..Polio makes a comeback for what was damn near an eradicated disease quite recently.

Such vaccines are credited with wiping out polio in most parts of the world. But Pakistan is an exception, according to the Global Polio Eradication Initiative, a public-private partnership that includes the World Health Organization and United Nations Children's Fund (UNICEF). The South Asian nation leads all others in new polio cases in recent years, and has nine of this year's 10 reported cases.
In 2014, Pakistan had 327 cases. The next closest country was Nigeria, with 36 cases.

It went from being a health issue to a security issue after U.S. intelligence officials used a vaccination program to help in their hunt for Osama bin Laden in 2011. Under cover of the program, the CIA sought to collect DNA samples from relatives of the al Qaeda leader to verify his presence in a compound in Abbottabad, Pakistan.
