Well, justice may have been delayed but better late than never. The Justice Department, that is. Their report finally came out and I just knew Holder wasn't playing nice nice with that racist Chief. Maybe the good Chief WILL get what he so richly deserves by the time this is done...and so much the better for the delay, too. This is far enough out in this 'hyper-speed news cycle' world we live in to be relatively separate from the Brown shooting on merits.
Okay, when looking at overall Metro areas, and including the good communities with the bad ones to run an average or curve from....numbers like that could..kinda..sorta..maybe be described as coming from REAL REAL BAD communities next to Beverly Hills types for disparity. However, this is St Louis, and not the whole area...but ONE city that is absolutely not THAT nice a place for either race on the line. It isn't South Central LA by any means, but to say it's damn near crime free for whites but a regular crime spree for blacks doesn't even pass the laugh test in my mind. Not even close, on a bet.
It makes sense when you have some very racist and hateful cops though...and simple evidence here tends to support it as more than opinion or speculation.
Apparently, whites don't warrant the dogs, either, despite being over 1/3rd of the community. Those proverbial tracks to be on the wrong side of must be some mighty BIG tracks for such black and white difference (pun intended).

The woman making those statements is a Missouri State Senator. (State..not Federal..and Blunt/McCaskil are our Federals). Police Departments also DO get disbanded 'for cause' here, from time to time. One notable case was a little speed trap department that ignored one court order too many to stop robbing the tourists on speed trap tickets down Highway 54.
In fact..the cop who brought all the attention on Ferguson by the original actions (as a statement of fact, not starting that debate over...and I accept the DOJ report on that one as well, to be intellectually honest about things) was well acquainted with troubled Police Departments. He left one that was disbanded due to racist cops.

Now Darren Wilson is gone. His name has been cleared. Perhaps that is just how it should be, too. How it needs to be, for what happened that day. Whatever....and as I noted, this isn't about the Brown shooting. This was the OTHER DOJ Investigation running the WHOLE time, quietly, on the WHOLE department. This has been the one I've been looking forward to and anticipating just this sort of outcome from.
There is nothing, in this world, more IGNORANT and more hateful than a person who would judge another by skin color above behavior or personal character. Either for initial judgments or treatment as an ongoing thing (in custody). Dogs munching on ANYONE already in custody ought to be a felony investigation in its OWN right. It absolutely WOULD be if one of OUR dogs bit someone, even a burglar, we already had subdued and restrained.
Perhaps in this case....as odd as it may have seemed to suggest, not that long ago? BOTH sides will get the justice they both needed....and have EARNED...in the order that comes in.
The federal review concluded, among other things, that while African Americans make up 67 percent of the population in Ferguson, they accounted for 93 percent of all arrests between 2012 and 2014.

DOJ concluded that African Americans accounted for 85 percent of all people stopped by Ferguson police officers and 90 percent of all citations issued. The report also notes several racist jokes sent by city and police officials via e-mail. In 13 of 14 police canine-bite incidents for which racial information was available, it says, the person bitten was African American.
Specifically, she is incensed by statistics showing black people being bitten by police dogs while in custody.
“I’m disturbed by what I’m reading,” she said. “We’re allowing police dogs to bite people? What is this, 1955?”

FERGUSON, Mo. — The small city of Jennings, Mo., had a police department so troubled, and with so much tension between white officers and black residents, that the city council finally decided to disband it. Everyone in the Jennings police department was fired. New officers were brought in to create a credible department from scratch.
That was three years ago. One of the officers who worked in that department, and lost his job along with everyone else, was a young man named Darren Wilson.
