Oh Biden...Where do we even start, but to say he is the single best insurance policy Obama could ever ask for. People pray for the President's good health daily, in the horrible thought that 'ol Joe could get the Big Chair, even for a short time!
I guess that first part is an extension to the suggestion of education strictly as a function of Government deciding it should be so. Obama said that, and Biden would seem to suggest the world would be rather challenged without our guiding into an age of enlightenment or something?

His choice of things to laugh at just leaves me weak with disbelief. Such a role model..and such a nightmare to imagine with important tasks assigned to him.
Oh...and if years in school had anything to do with outcome? Then I guess the US is a beacon of smarts in a world of plain stupid. Errr..that is ALMOST what he said, as these numbers would tend to show...

We're apparently #1 for years in, but I'm not sure I'd give much for outcome. It isn't how hard society tries and it sure isn't about money.

I think the biggest problem is that they've come to look at the numbers more than the people they represent. Numbers can look great, while the people get hosed.
“We’ve been ahead of the curve, except now people are catching up, no other country in the world had universal education for 12 years, including Great Britain, for the first quarter of the century and only until recently have they started that in China and other countries. Nobody has the great research universities we have,” Biden told the U.S. Conference of Mayors in a speech at the organization’s winter meeting.
“So what’s the next logical move to stay ahead of the curve? 14 years. If I had my way, and could figure out how to pay for it, there should be 16 years; college should be free.”

“You all know, 12 years is not enough anymore in the 21st century of free education. No matter what your politics are, you know that’s true,” he said. “You know why we’ve led the world industrially and in terms of innovation for the past century? Because a bunch of states back in the late 1890s, starting with New York and Massachusetts and others, said, ‘you know what, we’re going to have universal education in our states, 12 years free, no matter how long it takes you,’” Biden said to laughter.
