IMO the whom is the real question, I don't think it is any one person. The purpose is you can't have a one world government in your future if you have a country the size of the United States able to produce a civil war against its government. There is no other country I am aware of that can have a self imposed civil war without being armed or funded by another major power such as the US loves to do.
Often times I wonder if there is a power behind the scenes because so much of the time it appears no one is working together. There is some obvious influences of power in some areas such as Soros with protesters and turmoil in the US. But more than not it seems to be an annoyance more than anything else. Lately the other major powers seem to be working together to distance themselves from the United States. An example would be Russia and France exchanging and working together with intelligence against ISIS, and now you can add Germany to that. Then you have the financial powers of the world outside of the US banding together creating their own financial system separate from the US. It used to be for decades the US was running the show world wide in a sort of backhanded way and now it's anybody's guess. There is so much geopolitical positioning going on at this point I would say the US will end up with the short end of the stick, at some point here in the not to distant future it appears to me you can expect a a crash, the Fed is already announcing a rate increase which could signal the start. I am not really a doom porn person but stability isn't something we can claim by any stretch of the imagination.
I think all regular folks like can do is position ourselves by not having debt of any kind and have a store of things to hold ourselves over during shortages.
Just my 2 ¢ and probably not worth that much, but very basic observations.
