And in the youtube comments section, someone gave an interesting interpretation:
A. “Gospel” Smith 1 day ago (edited) It's caused by light refracting through ice crystals above the cloud. There is a magnetic field that is constantly building and dissipating above the storm cloud that changes the orientation of the ice crystals, making it look like it jumps around. [SNIP]. It is called a Crown Flash or Leaping Sundog if you want to do some independent research.
Better guess than what I'd suggest as what I would suggest is

Hmmm... I don't buy ice crystals. Ice crystals are really neat and I've seen them enough from the road over the years. Beautiful with the right sunglasses. The thing is...those are refracting light to the observer, and its an optical illusion taking place which makes it look like a solid crystal in the sky. A very colorful one too, with stark whites on the edges in every example I can imagine having seen. Not yellow with cloud behind, above, and below the crystals in question. That also looks like it is generating light to illuminate the cloud around it, and following it's own movement. Now that is some pretty tricky crystal behavior.
Of course, it would rate a B+ in an After Effects course. (ooop...did I say that out loud? hehe)
